Madam Undersecretary Dolores Umbridge (who would later assume the titles of Hogwarts High Inquisitor and Headmistress) enacted many educational decrees during her time at Hogwarts. One of them can be found at this year’s Hallween house.

To create the housing for the decrees, I gathered some thin wood and several pieces of 1X2s.

I found several educational decrees online, chose one (the one decreeing Dolores Umbridge as Hogwarts High Inquisitor) and printed it out on regular 8½ X 11 paper.  Then, I measured the pieces to create a frame around it. (the main 1X2s were about 12 in. long).

I then used a staple gun to staple the 1X2s to the thin wood through the back.

For the top ‘roof’ shape, I cut 1X2s at an angle so that they hung over the sides a bit.

Finally, I trimmed off the excess thin wood and added a chain.

We will paint this, attach the educational decree and post it in the Halloween house for all Hogwarts students to see.
